Your comment about 50%-50% payment for less severely involved children is interesting. Our law ensures "appropriate" and adequate services so children with special needs can progress in school; some parents choose to pursue additional services outside of the school setting that they pay for, to develop additional skills. Regarding your distinction involving social skills coming later - for some of our students, we decide that socil skills training needs to be part of their program initially, if that area of deficit is causing a problem for them
