As I re-read my question I think I may have been unclear about what I wanted to know. Let me rephrase my questions.

1. Why would a school system deem one type of therapy "educationally relevant" but another one not "educationally relevant"?

2. I asked the previous question based on language disorders having an impact on a child's educational progress. Wouldn't therapy for ALL disorders have an impact on the child's success in school?

3. Who makes the decisions if a service is "educationally relevant"? Is it mandated by each state? county?
