Although "quoting the law" hasn't been too helpful in the past, this will be your best approach. IDEA does require that a full continuum of services be considered for each child. You may want to mention that individual services may result in faster progress for some kids, allowing you to dismiss those kids earlier and thus save the district money in the long run. It sounds as though the administrator is concerned about budget, so try to come from that perspective. Good luck.
