I am suprised that in an article which mentions De. Wi;;aim H. Perkins in its title no mention is amade of his answers to the questions posed. E.g., the answers to two of the questions are instantly apparent from his writings:

1. What is the essence of stuttering?

According to his neuropsycholinguistic theory it is the dissychronization of the linguistic and paralinguistic elements of speech.

4) Can chronic stuttering be prevented?

He would say "yes". He even wrote a book "Stuttering Prevented" on this topic.
