As a 2nd year graduate clinician, I have learned and used both stuttering modification and fluency shaping techniques in therapy. Depending on the client, one may prove to help the client better than the other. However, desirable outcomes from purely using stuttering therapy may not be a reality. I have found success in educating the client about why they might stutter, where they feel their stuttering, feelings/attitudes, and acceptance...all issues that are very important but may not fall under a pure fluency shaping or stuttering modification. Putting too much focus on changing the speech before the person changes themself and their knowledge about and feelings about stuttering may end up hindering the desirable outcome of therapy.
