Jon, From what I understand, the genetic componant and environmental aspects also need to be set up for the stuttering to occur. A highly sensitive person who does not have the genetic componant would not become a person who stutters. Also, if caught young, a highly sensitive child with the genetic componant may not develop into a person who stutters if the right environmental supports are put into place. This happened to my nephew. He was stuttering at 3 1/2, got him an excellent fluency specialist that basically consulted with his parents. He is now 5 1/2 and is fluent and loving kindergarten.
