I don’t think I can answer this question satisfactorily, given that I am not familiar with the state governed restrictions on service delivery you refer to. You appear to be concerned about an ethical issue here, and I suggest that this is a matter for your professional association. I can only give you my personal position which is that every stuttering child has a right to effective therapy. I am sorry I can not be of more help on this one!
