I agree with your the views you presented in your paper as to when to begin treatment for a child who is stuttering. As one gets older, the stuttering can be devastating the less control the person has of his/her speech. Even if most pre-schoolers are likely to outgrow the stuttering, treatment in pre-school should be implemented in the hopes that it will help those that would have been destined to a life of stuttering. Helping those that may have outgrown it on their own certainly will not hurt them.
