Hello, and welcome to the conference. A thorough fluency evaluation would be very helpful in deciding if your child needs treatment. Usually an evaluation is required before treatment is offered. If there are significant fluency concerns, it is generally considered safer to seek early intervention than to wait. Perhaps you have discovered Ann Packman's paper, "When a young child starts to stutter: To treat or not to treat?" in the 2003 ISAD Online Conference. Her paper discusses a number of your concerns.
