Brooke, thanks for your questions. In general, a speaker uses voluntary stuttering in a hard manner when working on desensitization (reducing speaking fears). The entire point of stuttering on purpose for desensitization purposes is to make it clear to yourself that you stutter and that stuttering is allowed. So, stuttering in a hard or clearly noticeable manner makes more sense than stuttering easily or smoothly. Using voluntary stuttering in an easy or smooth manner is generally associated with practicing speech strategies such as pull-outs, or as you suggest, easy onsets. The point of using speech tools is to stutter easily and to move forward through sounds and words. So it would make sense to use easy voluntary stutters when practicing speech tools. In regards to your “movement target” question, I am not familiar with that approach so I cannot comment.
