Hello Joseph, It has taken me too long to reply because this such a hard question. I don't know much about Unganda, but I think a place to start is to look at values expressed by the community your are involved with and invoke these values in making and enforcing rules. For example (I see Uganda is primary Christian but don't know what your setting is) a Christian value is the Golden Rule- do unto others as you would have others do unto you. This might be a beginning in a religious school. I don't know what is appropropriate in your country in a secular school. An example from my practice is a child who is a Boy Scout. He was being mistreated by another Boy Scout so I printed out the Scout Law. By looking at the principles we could at least identify that my client was not being mistreated because there was something wrong with HIM but with the behavior. His Scout Troop is now doing programming on this issue because his mother took up the cause in a very loving and pro active way. I would greatly appreciate any solutions you discover to this very serious problem.
