I am very glad that it is a requirement at my university to take a fluency class. Although it may seem like one class does not prepare a clinician adequately to work with a fluency client, it does lay a base of information that the clinician is then responsible to build upon. It is the responsibility of the clinician to be competant in the area in which they are doing therapy, and I agree that workshops would be a great way to build upon their knowledge.
