Nice to hear from you Ross. I guess that most employers may not openly admit that they are passing up an individual for promotion because of stuttering, but if they do, then the PWS may be well advised to frankly discuss this with the employer and request that he be judged for how he can perform relative to the job rather than his speech. Also if the PWS happens to be in treatment or on a waiting list for treatment to modify his speech, the employer should know that and perhaps offer support in terms of flex hours etc.
