My question may be similar to the question you just addressed regarding the connection between stuttering and apraxia, dysphagia, etc. I was wondering if the similar processes of expressive language in speech and signing occur in people learning a new language? Because if in fact we process language and formulate language within the CNS, I would think that translating from one language to another (at least in the beginning stages) would undergo a similar neurological process. I just read another article where a person gave a lecture on stuttering to some junior/high school students and received a written note from one of the students. She felt very sympatico with what the speaker said. As a non-native English language speaker, she spoke very little in class due to her uneasiness.
