Victoria, The situation you described is disturbing. According the federa law, the student must receive an appropriate evaluation. Frankly, if the SLP believes that the stuttering is a "behavior problem," I'm not sure she will be abe to provide an appropriate evaluation. The may be a possibility of some neurological problems. Whatever the cause, a complete evaluation seems warranted. If the school will not provide the evaluation, an outside evaluation should be pursued... possibly at the expense of the school system.
