Good question. Specific cultures that where "eye contact" plays a significant role in communication would be African American children, Native American Indians and Asian and Pacific cultural groups, particularly The Laotians. Many children from these cultural groups are taught that eye contact is a disrespectful, a challenge and/or a sign of aggression. Please be careful not to generalize among various cultural groups. A good reference is Communication Disorders in Multicultural Populations by Dolores E. Battle.
