Thank you for your question. First, I think that I should tell you that the term "behavior modification" covers a huge range. It's not limited to what we might call behavior problems (e.g., noncompliance, disruption) it's also quite effective for what we might call academics. Giving a correct answer for example is a behavior. You can increase the rate of correct answers with positive reinforcement. It's been done many times. Thus, reinforcing a child for identifying a disfluency would increase the rate at which they identify them. As far as adults, many of the same tips should be applicable, but there has been so little work on adult ADHD, let alone with stuttering, that I'd hesitate to go any farther. Hope this helps.
