Possibly, but only for some people. Dissociation often accompanies panic, but it is also found in association with such a wide range of other psychological disturbances (for instance, obsessive-compulsive disorders and phobias), as well as by itself, that have also been ascribed to stuttering that I'd hate to make a blanket statement. The thing that interests me is that half to three-quarters of people who stutter report something like dissociation when stuttering. It is very, very premature to ascribe either cause or effect to the phenomenon.
