Maybe the example is a bit too much, but when you see the United Nations, there are only countries represented, or the World Health Organisation, which only accepts Worldwide Associations or countries as members. So ISA is a kind of World Body for the National Stuttering Groups. These can serve the individual members best, that is what I think. And as member there you can say that you are automatically member of ISA.

From a practical point of view, ISA at present would not be able to manage individual membership in a large scale (e.g. fee administration, posting of material, meetings etc...)
