Until very recently, the vast majority of Asian Nations incl China had a lot of "more serious" problems than stuttering, at least in the eyes of their governments and a lot of citizens. Food, education, poverty, in China still 800.000.000 people live a peasants in the countryside, and a lot struggle to make ends meet. Slowly, when the demand for SLP rises, there will be measures taken, I am sure. Up to know, people if lucky contact interested (and often overworked) idealists, who still need training from abroad and would be happy to receive it, and if unlucky people see sharlatans who make a quick buck off them.
