A professor of Ethnic Studies with over 35 years of experience in higher education; he created the first Ethnic Studies undergraduate and graduate programs at Minnesota State University, Mankato. He is responsible for creating the major in Minority Studies at Minnesota State University, Mankato. He also created minor programs in American Indian studies, African American studies, Asian American studies and Latino studies and developed the institution's special services program for students of color. Prior to working at Minnesota State University, Mankato; he taught, as a certified Deaf Educator K-12, hearing impaired children in the Minneapolis Public School system. He has provided keynote addresses and served as a consultant on minority affairs in higher education. He has consulted with civic, private organizations and law enforcement agencies providing one and two-day cultural diversity workshops. His lecture topics cover dynamics of cultural diversity, racial discrimination and racism in contemporary society, race relations, homophobia, ageism, disability, and the dynamics of interracial relationships. He served as Associate Vice President for Cultural Diversity from 1986 - 1990, as Dean of Institutional Diversity and Special Assistant to the President for Multicultural Relations from 1990 - 2007, and currently serves as Vice President for Institutional Diversity.

Dr. Fagin is a civic leader and served for 20 years as a part-time police officer. He has served on the Mankato Human Rights Commission and currently is the First Vice President of the Greater Mankato Diversity Council. He has a B.S. degree in Elementary Education, completed a graduate program in Deaf Education, an M.S. in Rehabilitation Counseling, a Specialist Degree in Curriculum and Instruction and a Doctorate in Educational Psychology from the University of Minnesota.
