Undergraduate Students
The Scholarship is limited to four and one half (4.5) calendar years from the first date of matriculation to MSU for undergraduate students, regardless of out-going and incoming transfers. Students who continue in a Master's degree program at MSU must reapply and will have 2.5 years for their graduate program (see Graduate In-State regulations)
Students can pay resident rate tuition during summer sessions if they have fulfilled the scholarship requirements during the preceding Spring Semester. There will be no contribution hours required during summer sessions. Contribution hours are volunteer work in the area of cultural exchange and understanding. Students who may be eligible for an In-State Tuition Scholarship for summer sessions for the first time based of Spring semester grades are required to apply.
Students are not eligible for an In-State Tuition Scholarship if they seek a second undergraduate degree.
Students who are admitted to Minnesota State University, Mankato as a graduate student and complete their program, are not eligible to retain their In-State Tuition Scholarship even though they change to an undergraduate program.
Deadlines for applications and submitting contribution hours are enforced. No consideration will be given to late or incomplete applications or contribution forms.
The Kearney International Center will be responsible to administer and enforce the policy of Minnesota State University, Mankato In-State Tuition Scholarship Program.
Undergraduate In-State Scholarship Eligibility Requirements
International students at Minnesota State University, Mankato may apply for an In-State Scholarship when the following conditions are met:
- Re-apply if you have been cancelled or changing from Bachelor's to Master's.
Undergraduate In-State Scholarship Continuation Requirements
- A grade-point-average of 2.5 or above for courses completed the previous semester at Minnesota State University, Mankato (or maintain a cumulative GPA above 3.0).
- Undergraduate students are limited to a maximum of 20 credit hours per semester.
- Evidence of a minimum of 25 contribution hours each semester (except summer session) at Minnesota State University, Mankato and/or the surrounding community as a cultural resource and/or a volunteer for service organizations must be submitted to the ISSS by the last day of each semester. The approval of the contribution hours will be determined by the Kearney International Center and any on-campus hours must be co-signed by the Kearney International Center .
- Payment of all tuition and fees owed to the Minnesota State University, Mankato as stated in the Class Schedule and University Bulletins .
- If a student is participating in an internship outside Mankato authorized by Kearney International Center and CIS, the following conditions must be met to continue the In-state Tuition Scholarship.
- Adherence to the rules listed above in #1 and #2 regarding documented contribution hours and payments by the last days of the three installments payment plan.
- Successful completion of enough credits a MSU, M for at least half-time student status (six credits for undergraduate) which is full-time CPT.
- Written notification of internship participation submitted to the Kearney International Center before the last day of each semester.
- By the last day of each semester, students are responsible for the following requirements:
- Insuring that all contribution hour forms are submitted to the Kearney International Center no later then the last day of each semester.
- Insuring all grades has been submitted to the Registrar's Office.
- Insuring his/her GPA and credit load meets the established criteria.
- All university bills and payments made by their established and published due dates.
- Attend the required meeting about in-state when first awarded.
- Complete your degree within 4.5 years.
Undergraduate In-State Scholarship Cancellation and Re-application
Failure to fulfill continuation requirement #1 - #7 of continuation requirement will result in the cancellation of the scholarship. If the student's Scholarship is cancelled the student must re-apply and meet the eligibility requirements of 12 earned credits and a 2.5 GPA to have it re-instated.
- The academic eligibility for continue of the scholarship will be determined by the Kearney International Center at the end of each semester.
- Recipients who return home for a period of time or who do not enroll due to CIS authorized medical leave, or go on an MSU Study Abroad program to a third country, must have a written approval from the Kearney International Center prior to departure or non-enrollment status in order to retain the In-State Tuition Scholarship. If the reason is acceptable by the Kearney International Center , the In-State Tuition Scholarship will be retained for a maximum of one semester absence, which is one time only retention during a student's attendance at MSU. This exception does not extend the 2.5 year maximum of the scholarship.
- A student who transfers to another USA college or university and later returns to Minnesota State University, Mankato must meet the transfer student criteria to reclaim the In-State Tuition Scholarship. The student must reapply.
Undergraduate In-State Scholarship Appeal Requirements
If a recipient's In-State Tuition Scholarship is cancelled and the recipient wishes to appeal the decision, the recipient must submit a written letter appeal with documentation to the Kearney International Center .
The Appeal Committee will review letters of appeal once per semester. A properly documented change of grade or completion of credits are two examples of appropriate appeals.
The In-State Appeals Committee will meet after cancellation letters have been sent out each semester. No appeals will be considered if received after the Appeals Committee meets.
At the discretion, the In-State Tuition Scholarship Committee in consolation with the Kearney International Center Director and Vice President for Student Affairs may re-instate the In-State Tuition Scholarship based on the student's previous academic and payment records.
Graduate Students
Recipients receiving graduate assistantship will not be eligible for the scholarship and will need to reapply for an In-State Scholarship if their assistantship is terminated.
Students who successfully complete their undergraduate degree from Minnesota State University, Mankato and plan to continue their studies in a graduate program must reapply for In-State Scholarship during their last semester of undergraduate study. For the initial application, the student's undergraduate academic records will be used for determination of eligibility. Their graduate academic record will evaluate subsequent semesters.
Graduate students are eligible for this scholarship for a maximum of two and one half (2.5) calendar years from the date of matriculation to graduate school (including the completion of any undergraduate deficiencies).
Students who are admitted to Minnesota State University, Mankato as a graduate student and complete their program, are not eligible to retain their In-State Tuition Scholarship beyond 2.5 years, even though they change to undergraduate program or a second graduate program at Minnesota State University, Mankato.

Graduate In-State Scholarship Eligibility Requirements
Graduate international students at Minnesota State University, Mankato may apply for and receive an In-State Scholarship when the following conditions are met:
- Receive 3.0 or higher semester grade-point-average.
- Re-apply if cancelled or previously on a graduate assistant ship if an In-State International Student Scholarship is desired.
Graduate In-State Scholarship Continuation Requirements
All Scholarships are automatically continued, including summer, with no need to reapply, when a recipient meets the following conditions:
- Successful completion of six (6) graduate credits or a combination or nine undergraduate credits for the previous semester attended. "F". "Withdrawal", "Incomplete", "In Progress", or "Pass/No Credit" do not apply toward the six (6) credits requirement, unless courses are offered only on a "P/N" grading method.
- A grade-point-average of 3.0 or above for courses completed the previous semester at Minnesota State University, Mankato (Or a Cumulative GPA of 3.25).
- Any question of credit hour because of In Progress Thesis must be addressed in writing to the Kearney International Center by the recipient's faculty advisor.
- Graduate students are limited to a maximum of 16 credit hours per semester.
- Evidence of a minimum of 25 contribution hours each semester (except summer session) at Minnesota State University, Mankato and/or the surrounding community as a cultural resource and/or a volunteer for service organizations must be submitted to the Kearney International Center by the last day of each semester. The approval of the contribution hours will be determined by the ISO and any on-campus hours must be co-signed by the IKearney International Center .
- Payment of all tuition and fees owed to the Minnesota State University, Mankato as stated in the Class Schedule and University Bulletins .
- If a student is participating in an internship outside Mankato authorized by Kearney International Center and CIS, the following conditions must be met to continue the In-state Tuition Scholarship.

- Documented Contribution Hours must be completed while on the internship.
- Successful completion of enough credits a Minnesota State University, Mankato to be considered full-time CPT.
- Written notification of internship participation submitted to the Kearney International Center before the last day of each semester.
- By the last day of each semester, students are responsible for the following requirements:
- Insuring that all contribution hour forms are submitted to the IKearney International Center no later then the last day of each semester.
- Insuring all grades has been submitted to the Registrar's Office.
- Insuring his/her GPA and credit load meets the established criteria.
- All university bills and payments made by their established and published due dates.
