The My_Website folder will respond to any of the below pages as a default webpage format:
*NOTE* - The pages will also be deployed in this order. If a Index.htm and a Default.htm both exist in the My_Website folder only default.htm will be used as the home webpage for your directory.
All Default, Index and Welcome web pages are publicised onto the webpage directory automatically every 30 minutes. If you prefer your website to remain hidden from the directory create your default webpage as: Private.htm or Private.html. These pages will not appear in the directory but will respond as default web pages.

My_Website is not a FrontPage web so you cannot use the Publish feature directly to this location. You can use FrontPage as an editor to create or modify any web pages stored in the My_Website directory, but FrontPage extensions are not enabled.
That choice is up to you. Many are available. One free web authoring tool that is available is KompoZer. You may wish to download and use this for your website development.
Yes, you can, but connecting the database to linked objects is not enabled/permitted.
