One of four children born to Elferd and Ina Kuehl, Phyllis was born June 3, 1941, in Windom, Minnesota at Cottonwood Hospital. When Phyllis was two and a half, she moved from Amo Township to her father's farm five miles down the road.

Phyllis' mother and father, both of Caucasian descent, completed the eighth grade and then went on to be farmers.

Phyllis was very close to her family growing up. When she graduated from high school she went to Minneapolis to Aviation school but soon returned back home. She then became a hired hand at the neighbor's hatchery, where she did everything from shoveling manure to delivering baby chicks. She now lives in Heron Lake, Minnesota on the same farm that she spent many years working at. She loves to travel and also is very active in her church.
