VII. Officer Reports
President Mona Wallace-Thanked everyone for being here and for the feelings in the body. Made statement with regards to funds and resignation letters. Discussion of motions passed and
issued not done. Covered issues of the retreat. Discussed concerns regarding ARA's Service.

Senator Hayden: Made statement with regard to the issue & motion on floor.

David Cowan: Discussed the meeting management protocol. Produced a proposal for the MSSA.

Title: Election Rules

Whereas: The MSSA/Senate is committed to fair elections; be it therefore
Enacted: That the MSSA/Senate shall adopt the following rules:
1. No "campaign" activity of any kind relating to the
elections may begin prior to the first day of the Election
Campaign Period.
2. "Campaigning' is defined as any or all attempts to promote
one's candidacy or party and shall include any attempts to
discredit an opponent.
3. Candidates may file for General or Special Elections beginning
January 1 and ending one week prior to Election Day.
4. Parties or groups supporting at least one candidate may not recruit
candidates or supporters unless candidates and the party have officially
filed with the Elections Committee.
5. Parties or groups supporting at least one candidate may not
solicit donations or funds of any kind unless candidates and the party
have officially filed with the Elections Committee.
6. Parties may change their party name at any time during the filing
period.
7. All candidates shall attend a mandatory meeting prior to the Campaign Period.
8. Absolutely NO campaign material shall be stored, nor resources used, recruitment, or work shall be done in the Senate office or the Coordinator's office. Any one violation of this rule will permanently disqualify that individual's candidacy for the current election. Any one violation of this rule will eliminate the respective party violation of this rule will eliminate the respective party from all campaign and recruitment activity rights. The members of that former party may organize a subsequent.

Whereas: It is the Senate speaker's duty to verify association membership for
all Senators and,
Whereas: One of the candidates for the off-campus seat was an invalid candidate and,
Whereas: The Senate did not at any time check the Speaker, therefore be it,
Resolved: The Senate apologizes to all parties involved in the Off-Campus Senator
election of November 8, 1995. It is the Senate's duty to conduct checks on
all individuals involved in the Senate. We trusted that Speaker Guzek was performing his duties, which include checking Senator's registration status, and he
wasn't. We apologize for not checking the Speaker. As Mr. Guzek is no
longer with the Senate it is now impossible for us to sanction him for his
neglect. We assure all parties that we will do our best to resolve this matter
in the fairest way possible.

Lady's & Gentlemen:
I would like to thank you for your consideration. I do fully believe that an apology is at the least in order. But I feel you as the Senate are not the ones from whom the apology should come from. You as the Senate as sitting right now are NOT responsible for this error. I believe there was a blatant display of fraudulent intent by former Speaker Guzek and Doug Olson. So therefore that if there is an apology to be made to me, it should NOT come from you as a Senate but from Mr. Olson and Mr. Guzek. Enforceable or not that is who I feel it should come from.
So therefore, I can NOT except your apology. But thank you anyway

Whereas: It is the Mankato State Student Association's responsibility to govern itself; and
Whereas: Ideally, the Mankato State Student Association is accountable to the student body; and
Whereas: Article II Section 1 and 2 of the Bylaws clearly defines what unacceptable
attendance is, and the process which deals with unacceptable absence rates,
therefore be it
Resolved: The chairs of the Academic Affairs and Student Affairs committees will
report back to the next senate meeting those members not in attendance or otherwise represented in the previous committee meeting; and be it further
Resolved: That at the first meeting of each quarter, the chair of each committee will
summarize the absences of committee members for the previous quarters; and be
it further
Resolved: That both attendance reports shall be like wise submitted in writing to be
part of the official minutes, and be it further
Resolved: That appropriate action be pursued for senators that have shown unacceptable
attendance rates.
