The Minnesota State Colleges & Universities system office issued the following memo on Aug. 5, 2013.
SUBJECT: Worldwide Travel Alert—Action Required
Notice to College/University Travelers
On Friday, Aug. 2, 2013, the U. S. Department of State issued an alert for travel worldwide through Aug. 31, 2013:
- The Department of State alerts U.S. citizens to the continued potential for terrorist attacks, particularly in the Middle East and North Africa, and possibly occurring in or emanating from the Arabian Peninsula.…. We strongly recommend that U.S. citizens traveling abroad enroll in the Department of State's Smart Traveler Enrollment Program (STEP). STEP enrollment gives you the latest security updates, and makes it easier for the U.S. embassy or nearest U.S. consulate to contact you in an emergency. If you don't have Internet access, enroll directly with the nearest U.S. embassy or consulate.

Pursuant to System Procedure 5.19.3, subd. 10, colleges and universities must heed travel alerts from the Department of State and avoid travel subject to an alert or warning unless authorized by the chancellor or designee. Based on the alert and the requirements of our system procedure, please note that travel abroad is not being prohibited as long as the following conditions are met:
1. NOTICE. All travelers (and parents/guardians of minors) have received a copy of the above alert (hard copy or electronically).
2. WAIVER AND RELEASE: Wherever possible, the college or university incorporates notice of the alert in the waiver and release signed by program participants (or their parents/guardians).
3. TARGETED AREAS SPECIAL APPROVAL. Any travel in the regions listed in the alert (as well as any other countries subject to travel warnings or alerts) has received prior approval from this office. This includes the Middle East—including the Arabian Peninsula--and North Africa.
