Parking Advisory Committee endorsed a student initiative which would allow the bus service to expand and ridership to increase. The PAC is formally asking the Student Allocations Committee, and its parent body, the Student Senate, to consider the creation of a “Green Transportation Fee” within the student activity fees now charged to all students.
The “Green Transportation Fee” would be based on a proposed activity fee increase of 75¢ per credit hour, or $9 per semester, and could produce an estimated $262,500 annually which would then be used to:
The $1.4 million parking fund has been subsidizing the existing $310,000 eight month busing program costs digging into parking permit revenues as much as $195,000 predicted for 2012-13. Demands for increased bus service cannot be honored as the PAC is preparing a recommendation for an increase in parking permit rates to deal with looming parking lot resurfacing projects ($1.3 million for the giant Performing Arts lot’s 600 stalls; $961,600 for Gage’s Lot 1’s 471 stalls).
There is no more parking money to expand the existing Route 1 Student Senate Campus Express which now goes to nearby apartment complexes or the Route 8 On-Campus Circulator. 200,000 rides were recorded for those two routes during 2010-11. Existing Semester Bus Pass sales ($52,000), cash fares ($24,000), and federal grants ($103,000) knock down many of the busing costs, but “at the end of the day” a heavy subsidy amounting to 73¢ per ride is required from parking funds to pay the existing busing shortfall. Parking permit holders will be asked to pay more for their parking permits next year and the PAC wants to have such increases dedicated to parking lot improvements and not diverted to busing costs.
The Student Allocations Committee has many demands placed on it each spring. The PAC hopes that this “Green Transportation Fee” proposal can be reviewed by SAC in the next couple of months. Let me know if we can provide any additional information as you make your deliberations.

Effective October 8th, a new program is being launched by the Minnesota State Student Association which has a contract with Hertz providing for two rental vehicles - a Ford SUV Escape and a Toyota Prius hybrid. These vehicles can be rented out "electronically" by MSU students. It is anticipated that the target audience for the venture are primarily those without vehicles, including a number of international students and students living in residence halls.

With parking enforcement currently in effect, those who haven't yet purchased a parking permit can park in the free lot (lot 23). However, the free lot fills up by 8:00 AM and stays full until about 3:30 PM Monday through Thursday. If you're not an early bird, a $96 ($48 spring semester) Orange Permit can be purchased at the Cashiers Window (1st floor, Wigley Administration Building).
For those finding Lot 23 (Free Lot) full, you are welcome to use Lot 21's Paybox machine to receive a Lot 21 Purple dashboard ticket (near the Lot 21 bus shelter). Use quarters to activate the Paybox machine and and buy increments of 15 minutes for 25 cents each ($1 per hour minimum).
Another option is the Visitors Pay Lot (Lot 4) located across the street from the Centennial Student Union (CSU). The cost for parking here is $3 for the first hour, and $2 for each hour thereafter. This lot is only open from 7:00 AM to 10:30 PM, Monday - Thursday and 7:00 AM to 6:00 PM on Fridays.
