As part of the planning analysis methodology, Rich and Associates met with numerous individuals and groups over a three-day period in late February 2000. These groups represented students, faculty, staff, athletics and visitors to the campus. Specific departments or groups consulted included:

  • ® Admissions
  • ® Administration
  • ® Theatre and Dance
  • ® Music
  • ® Conferencing
  • ® Registrar's Office
  • ® Grounds
  • ® Student Government Association
  • ® Faculty Association
  • ® City's Heartland Express Bus Service
  • ® AFSCME Council 6, Local 638
  • ® Middle Management Association

Additionally, the City Traffic Engineer for the City of Mankato was consulted, as was the council member for the 3rd Ward that borders the northern portion of the campus.

Representatives from these departments or organizations were interviewed regarding specific parking issues and concerns. The University provided to Rich and Associates information regarding parking budgets and revenue statistics, maintenance plans, enforcement and permit policies, capital improvement plans, growth projections, comparable parking rates at universities in the Midwest of similar size to MSU and existing parking lot capacities and occupancies (where available). Other data provided included the current enrollment by class schedule provided by the registrar's office of Minnesota State University.
