The South Central/Southwest Minnesota Regional Science & Engineering Fair Program is affiliated with the Intel International Science and Engineering Fair (Intel ISEF) Program. Rules are set-forth by Intel ISEF apply to the Middle School/Senior High School Division.
Minnesota State University has a Scientific Review Committee/Institutional Review Board (SRC/IRB). The purpose of this committee is to check student projects for compliance with the Intel ISEF and regional fair rules. The committee for the 2011-2012 year was Mr. Bix Baker, Dr. Roger Nelson, Mr. Gary Klimmek, Dr. Bill Bessler, Dr. Penny Knoblich and Mrs. Mary Van Duynhoven.
CHANGES & MODIFICATIONS FOR 2013
Elgibility/Limitations:
- Student must not have reached age 20 on or before May 1 preceding the Intel ISEF in order to be eligible to compete at ISEF.
- Each Intel ISEF-affiliated fair may send the number of projects provided by their affiliation agreement. There is no longer a restriction within this set number of how many may be individual projects or team projects.
- Sixth graders are eligible to compete at State as long as they participate at the Middle School/Senior High Division.
Affiliated Fair Scientific Review Committee Membership:
- Added PharmD to the examples of earned doctoral degrees that qualify an individual to serve as the biomedical scientist on an affiliated fair Scientific Review Committee.

Human Subjects:
- The term, human subjects, has been changed to human participants.
V ertebrate Ani mals:
- No vertebrate animal deaths due to the experimental procedures are permitted in any group
or subgroup. Such a project will fail to qualify for competition.
- Any death which occurs must be investigated by an individual qualified to determine the
cause of death. The results of the investigation must be documented in writing.
Potentially Hazardous Biological Agents:
- Studies involving the decomposition of vertebrate organisms (such as in forensic projects)
require a Risk Assessment Form 3.
- Human and other primate established cell lines and tissue cultures are to be treated as
potentially hazardous biological agents. Plant and non-primate established cell lines and
tissue culture collections do not need to be treated as potentially hazardous biological
agents.

Form Changes
Vertebrate Animal Form 5A
- Added question regarding weight loss or death of any animal.
- If weight loss or death occurred, the student needs to attach documentation from
qualified individual.
Vertebrate Animal Form 5B
- Added question regarding weight loss or death of any animal.
- If weight loss or death occurred, the student needs to attach documentation from
qualified individual.
- Removed the certification/documentation of student researcher training.
