'05 M.S. Urban and Regional Studies
Lisa Hughes is a Business Development Project Manager with the Minnesota Department of Employment and Economic Development (DEED). Ms. Hughes assists companies from all sectors with their site selection process, including incentives negotiations, capital finance, land use and environmental permitting, labor market research and business cost analysis. Although Ms. Hughes works in every industry, her specialties are industrial biotechnology, which covers bio-fuels, renewable chemicals, bio-materials and bio-based products; Agriculture, including production, processing, formulation and downstream manufacturing; and Wind Energy, including wind energy installations, electric power transmission and component manufacturing. Since Ms. Hughes joined DEED in January of 2005, she has completed projects with a total investment value of over $2.6 billion.
Ms. Hughes is an experienced community and economic developer, working in the field since 1987, and, prior to her current position, held positions as the director of community and economic development for Minnesota Region Nine Development Commission; deputy director of Lake County, Illinois, Building, Zoning and Environmental Quality department; zoning administrator, code enforcement officer and principal planner with Lake County, IL; and, zoning administrator and principal planner for the City of Rockford, IL. She received a B.S. degree in Geography/Cartography from the University of Wisconsin and a M.A. in Urban and Regional Studies from Minnesota State University, Mankato. Ms. Hughes is an alumnus of the Hubert H. Humphrey Policy Fellowship program at the University of Minnesota and a certified Economic Development Finance Professional.
In addition to her work with DEED, Ms. Hughes is an associate graduate faculty member with Minnesota State University, Mankato. Ms. Hughes is also on the Board of Trustees for the Southern Minnesota Initiative Foundation serving on the Grants Committee and on the Hubert H. Humphrey Policy Fellows Alumni Advisory Board serving on the Executive Committee.
