If a bilingual child is experiencing normal speech disfluency I would still consider it normal speech disfluency. Unilingual children sometimes experience an increase in normal speech disfluency around critical language development periods. I would not label what is normal, stuttering. In my experience which is mostly with young bilingual children who stutter ( under 7 years); the transfer of fluency from one language to another is spontaneous and does not appear to be planned. I can't say what the process is with older kids, teens or adults.
