Ohboy Abby! Could we have a field day with this one? I'd say fluency and then add any disorders that the client may also have. Seems that this would increase the likelihood of qualification unless the bureaucracy is totally entrenched for one classification. I'm glad you are enjoying and learning from this conference. Ken
