The most reasonable of questions, but what a tough one to answer! In essence, I agree with Ken's response, but the issue as to exactly how many instances of cluttering behaviour warrant a diagnosis of cluttering is one of the concerns I have with the current attempts at definitions. I would argue that cluttering is different to stuttering where there are pathological speech disruptions (such as uncontrolled blocks occur which are virtually unheard of in normal speech) which ,even when highly infrequent, can define a speaker as a person who stutters’. Because many of the cluttering behaviours can be seen in 'normal' speech ( although they may be much less prevalent or less obvious), deciding on a definitive cut off point beyond which a diagnosis of cluttering is made is fraught with difficulty. It is precisely because of such difficulties that I propose the notion of a cluttering spectrum.
