I haven't used metronomes much in my clinical practice, but I suppose that could be an effective tool for regulating articulation rate. Metronomes typically provide an invariant beat to follow and speech, of course, isn't usually timed like that...so if you do use a metronome, it would be important to have the speaker pay attention to both the rate and naturalness of speech!
