Yes I do think a referral to a psychologist is appropriate if (a) you believe that the bullying is contributing to the exacerbation of stuttering (emotional and/or physical aspects);
(b)you believe that the effects of the bullying are having psychological impact that affects the child's overall well being and emotional/mental heath;
(c) you have discussed the idea of a referral with the parent and the parent agrees to a referral. Ultimately it is the parent's decision to seek counselling from a psychologist, but I believe we have an ethical responsibility to discuss the possibility of a referral if we believe that the impact on the child warrants a referral.
Ideally the referral would be to a psychologist who works in this area, and you work together with the psycholgist and the parent in a team approach.
Regarding your second question, I do believe that teasing and bullying can contribute to and can trigger development of the emotional aspects of stuttering.
