Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act Information

The Higher Education Emergency Relief Fund (HEERF) is part of the CARES Act funding. The intended purpose of this fund is to provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to the coronavirus.

Higher Education Emergency Relief Fund

Minnesota State University, Mankato has signed and returned the CARES Act certification and agreement to the US Department of Education. The University intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The total allocation for Minnesota State University, Mankato is $9,088,962; no less than 50 percent of these funds, or $4,544,481, will be used to provide Emergency Financial Aid Grants to students. As of July 10, 2020, Minnesota State University, Mankato has distributed $4,707,197 to students.

Student Eligibility

Senior administration at Minnesota State University, Mankato developed eligibility criteria to determine which students receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act. This criteria is based on guidance from United States Department of Education and is approved by the Minnesota State Colleges and Universities Chancellor’s Office.

To be eligible, students must meet all the following criteria as of March 6, 2020:

Enrolled in at least one semester-based course in an eligible degree program,
Not enrolled exclusively in online courses or fully online programs,
In good Satisfactory Academic Progress (SAP) standing,
US citizen or eligible noncitizen (hold a valid green card),
Meet selective service registration requirement, if male,
Not incarcerated,
Not in default of a student loan/overpayment of a federal grant,
Not a Senior Citizen receiving a tuition discount rate,
Not a Postsecondary Enrollment Options (PSEO) student,
Not a concurrently enrolled high school student,
Not a University employee receiving an employee tuition waiver benefit for themselves.

As of July 10, 2020, a total of 9,888 students were identified as eligible for HEERF funding at Minnesota State University, Mankato.

As of January 3, 2022, a total of 9,831 students were identified as eligible for HEERF funding at Minnesota State University, Mankato.

HEERF Funding Allocations

Senior University administrators at Minnesota State University, Mankato also determined that HEERF funding would be allocated into three areas:

A base award to all eligible students
A supplemental award to eligible students who were also Spring Semester 2020 Federal Pell Grant recipients
An application-based emergency grant for eligible students who experienced financial hardships/had expenses because of the disruption of campus operations due to the coronavirus. This program will be open to students who are enrolled.

As of July 10, 2020, HEERF funding was distributed to a total of 9,888 students at Minnesota State University, Mankato.

Students scheduled to receive automatic base and supplemental payments provided by HEERF funding were notified in advance through an email communication to their official university email account. This communication outlined the purpose and amount paid and provided information regarding a forthcoming application-based COVID-19 Emergency Grant program to cover additional expenses.
