Several definitions of stuttering.
Terminology Pertaining to Fluency and Fluency Disorders: Guideline (an official statement of ASHA, but not official "standards of the Association.") - developed by the ASHA Special Interest Division 4 committee.
The first question most people ask is, "How can stuttering be cured?" Although there are some adults who consider themselves "cured," professional organizations and support organizations for people who stutter appropriately warn consumers that looking for a "cure" for stuttering in adults is generally not realistic. Looking for ways to manage stuttering effectively is realistic. Consumers are warned that programs guaranteeing a "cure" should be thoroughly studied before spending any money on them. The Council of Ontario Universities has an interesting resource called "Accessible Campus." One section in "Resources for Educators" is on Teaching students with speech-related disabilities. It has a lot of helpful information, much of which is focused on students with fluency issues. If your college or university doesn't have something similar or if you are advocating or have students advocating for themselves, there is some good information.
